Over Watering

I have been using CFL grow lights and i am concerned about potentially over watering them can anyone give me some advise on when to water them because the soil does not dry out as fast as using HPS bulbs i have good ventilation and air flow

have the pots got good drainage holes? if the have dont worry that they stay wet for longer just rewater when there almost dry, over watering is when you water them every day for say a week, next time there dry pick the pot up and feel the weight, now water untill some comes out of the bottom of pot, now pick the pot up again you can feel the difference in weight, now start picking the pot up everyday untill it feels light again, then re water.
 
yeah the pots i am using are those top of the range pots with all the holes all the way around the pot its supposed to help prevent over watering and help stimulate root growth but when i was transplanting the plant into fresher Bio Bizz All mix soil i noticed that the top soil was perfectly dry but about 3 inches down the soil was saturated , this was never a problem when i was using HPS bulbs , i changed to CFL because of the energy saving but its taking some getting used to , they say you should keep the bulb within 1-3 inchs but the plants grow to fast to keep the bulb that close, which is better CFL or HPS ?

well i veg under cfl and flower with a 600 hps, i think the cfl is great for veging keeps the nodes nice an short, but they grow alot slower than they do with the hps, the way i see it is the extra you spend on electric using hps just sell some of the end product to cover the cost! you will still have more bud after you sell some than you would using cfl, just my opinion though. with the cfl your right youve got to keep an eye on them so they dont grow into the bulb, mine are normally 5-6 inches above the plant but thats a 125 actual watt cfl
