Over Watering - And Early Seedlings

So I have 3 questions...First is,

When you have a plant, and you know it's pretty dry so time to water, how are you suppose to know when to stop pouring in the water? Or in my case spraying. Here is a picture of my 2 pots

They're pretty small, larger though than that pastic white cup. Any way I have a spray bottle of water and this morning for example I woke up and put my finger down it and it felt dry. So I sprayed the soil a few times till I felt as if the water reached teh bottom but not too much was sprayed. But how am I suppose to know if it's enough or too much?

When people say they drain their plants, doesnt that mean they fill the plant up till if overflows and just let it drain through the wholes? Isn't that the same thing as over watering? Should I buy a hydro meter at Home Depot or something?

2. Second Question:

I just learned how to really germinate seeds the correct way and found it worked quite well. I let it soak in a glass of water over night for about 12 hours, probably should hve left it in for more but ya. After about 12 - 13 hours I took it out of the water and placed it inbetween 2 paper towels and soaked it and put it in a zip lock back and placed it on top of my cable box as it is quite warm there. I came back home tonight about 8 hours later and the seed is already cracked a small bit where you can see a small line of white(the inside). This is the fastest I've ever germinated a seed.

So my question is now that I can see it's a TAD bit cracked, does it need air now? I heard once it's cracked you should not suffecate it from air, so do I just simply open up the zip lock back to give it air?

3. Third Question:

How long should the the rootlet be once I decide to place it in a soil pellet. I've seen pictures where they're half an inch to an inch long. Can you screw up by putting it in soil too early? Or too young?

#1 Ya should be watering them to the point where some water drains out the bottom. From the size of your pots that i can tell from the photo. I would water them with a cup and half of water. Over watering is when you water too much not how much at a time.

#2 Soak them in water for 24 hrs and then plant them. No matter what they look like plant them. Paper towels and all shit is too much risk of them drying out and too much time messing with them.

#3 If the seed cracked plant it. Germing the seeds comes from when ya have 200 seeds to plant. So ya germ them so ya only plant the seeds that grow. That way ya dnt spend time on planting seeds that dnt grow. Little opps just soak them in water and plant. They are up in 2 to 3 days and if 1 does not grow big deal.

Oh so over watering is when you water too often, not just watering alot at once?

So my seed right now, is just BARELY cracked, but its cracked and you can easily see a nice line of white starting to break open. You're saying that is ok to plant? Say 1/4 inch - 1/2 inch deep in a soil pellet? And the soil should be moist once planted right?

Plant it so the seed is covered with soil the thickness of the seed.

Over watering occurs when ya water too often.
