Outdoor daylight hours

Happy St Patty's Day!

I have these plants, all of them are photo. Some have been started from seed some are clones. Right now they are under 15 hours of light and 9 hours of darkness. If I put them outside and I am only receiving 13 hours of daylight will they start to flower?

You can also put them out earlier and put lights around them for a few hours at night to make sure they don't start flowering. I did that with a single plant a few years ago, and it worked just fine.
