Out-of Stater - can they get CBD oil?

Hello my brothers in CO. Please pardon the intrusion and my ignorance but are concentrates legal there? Can an out of state visitor legally get this?

If you're 21+ you can purchase concentrates at recreational dispensaries.

All over the USA, based in Colorado.

The high CBD stuff will be harder to find so very smart idea to research ahead.

He's in Boulder on Sunday. Maybe I could look online for a favorable dispensary for him?
