She's been in the ground since April some parts look great and other branches wilted I'm thinking voles or moles messing with the roots
Most likely. Only thing you can do. Is dig her up and put her in a pot or gopher basket or else they're gonna fuck her.

damn she's 9.5 feet tall 7 ft wide idk if digging her up is a option
Damn. You can drop dog or cat shit in the holes you see around her. They'll smell it and think a predator is nearby. I did it in my front lawn. Dropped dog shit right in one of their holes and havent seen much gopher activity since.

I've use Mole Repellant from Lilly Miller. It's a liquid which is spread around the perimter of the plant. The voles vamoos pronto. I've used it to keep voles away from my fig trees. It's derived from the castor bean but they process it so it is harmless.

I think you should take a very close look at ya stems where leafs grow out an any vees where you pinched look for small piles of sawdust looking stuff. 3-5ft up sounds like you may have stem borers. if it was voles-gofer whole plant be wilted
No holes or dust just 4 branches wilted just about dead
