Newbie needs help (Lighting)

Hey Fellas...
This is my first try at this and I need a little help getting started.
I bought 2 small plants that are about 2" tall (1 "Grand daddy Purple" and 1 "G-13").

I have a 35 Gal Rubbermaid container that I will line with Mylar.
I have 2, 42watt cfl lights
I have 2, 26watt clf lights

I'll go to Best Buy tonight and grab some computer fans for my intake and exhaust, probably 2 sets.

I bought the plants last night, and I wasn't really ready for them, so I gave them what I could at the time, which was light from a 20 watt cfl . This afternoon I finally got them placed under the new lights i just bought ((2) 42watts & (2) 26watt cfl's). 1. *The Grand Daddy Purple is dropping down like it got kicked in the nutz... What can I do to revive it???

2. Do I need to add more light for these 2.

Right now all 4 lights are running off of 1 wall outlet. (136watts).
3. "Whats a safe wattage that I can use on one outlet?". My house was built in 2005 (California).

4. The plants are rooted in a small platic container (about 2" x 2" X 2"). should I transplant them now? They're about 2" tall. Also, they aren't in soil, they are in some type of dark-colored spongy stuff. Should I put them in soil??? if so, whats the best kind (something that I can get from home depot)?


5. Can I put all 4 lights on 1 timer? or should I buy 2 timers and split the load?

6. Where do I buy a (soil) ph meter?

man i run everything i use through one extension cord so you can use one timer and one outlet. make sure you buy the time with a 3 prong plugs female and male. the soil meter i use i bought a local hydro store for about $10. it dosent work the greatest but it gets the job done. and they sound likethey are in rockwool. just plant it in some soil should be cool. i use soil with nuts already added so i only have to add flowering nutes. gl and happy growing.

Thanks for the advice... Its really appreciated.
When I transplant them, do I remove them from the rockwool? What type soil is good to use? I've heard good and bad about Miracle growth... should I use that 1???

Any advice on what I should do about my one plant that's drooping down?
