way too wet, you've got it in a rapid rooter or something like it, and in a bubble cloner...pick one....the cloner is keeping the rapid rooter too wet, either take it out of the cloner and let it dry out a little, or get rid of the rooter and just use a neoprene plug to hold your seedling in place till you either put it in the regular hydro system, or put it in w/e medium you're going to use

i don't know what you're going to do with it, if you're going to put it into soil or a soilless blend like coco or promix, you can leave it in the rooter, if you're going to go hydro with it, you'll have to carefully cut it loose then wash the roots as clean as you can.
if you go with soil or a blend, make sure to use a good amount of perlite so you have good drainage.
a lot of people veg all the way through on 24/0, but i don't like it, i actually use 18/6, but 20/4 would still be better than 24/0 imo

if you have too much water in your container, you can "over water" in hydro, they need a good gap between the base of the plants and the surface of the water. but it would seem your problem is the rapid rooter, get rid of it and let that root crown dry out, and i'm sure your problems will clear up, or at least improve dramatically

very, very carefully....honestly, im not sure you can, but i'd try to get at least some of it cleared off, the longer that wet mass sits at the base of your plant, the worse its going to get
