New light scheme

So as of now I have a 4wx4Lx6h room im using for budding. My veg room is the same size, but its more than adiquate, however, trying to bud 12 plants, its less than a desirable area. Its in a storage area atm, so the space is what it is. However, in my tiny 4x4 room, I have 2, 1000 watt hps lights, which is very nice. Once I clear out all the shit in this area (unfrotunatly some of it belongs to siblings or it would be gone already) I will be expanding and the bud room will be 4wx12Lx12h. Because of heat and electric concerns, I will not be adding anymore HPS lights, but I feel, over the stretched out space, some supplemental light would be ideal. As of right now I invision a few 4 foot duel tube florecents screwed to the wall, forming a ring of sorts going around the room (most likly 8 of them total) at about 3/4s the height of the plants. Do you think this would be sufficent for the space and the 12 plants?

If you have other suggestions, Im all ears but heat, electric use and price are all a concern.

8 bulbs or 8 fixtures containing 16 bulbs? t5,t8 or t12 ? either way, I would put them all at 1 end and space the HPS lights toward the other end but 16 bulbs will draw over 500 watts so if you have the juice to power them,a 400 or 600 could be added as well.
many swear that a MH added to HPS does wonders for flowering so consider a 250w or 400 w Mh in the middle w/ your 2 1k lights on each side.
the hardest part of adding a new circuit is getting a wire from the panel to the grow room so if you can do that, it would not be hard to DIY a new circuit. I recently installed a Subpanel for a friend giving him 4 15 amp breakers in the grow for under $100. it was about 30 feet across the open basement to his panel box & took about 4 hrs.
