Cfl I'm not sure on the way age right now but got a good bit of them. Soil is just some miracle grow, haven't added any nutes. Should I take the foil off the soil?

most people would not use the foil on the soil, but not a big deal if you do

so how many watts are your bulbs, and how many you got?...are they 6500K?

what's your plan for flowering?

Using 100nd 150 watt bulbs got 8 of them. Don't really have plans for flowering yet trying to let the others catch up to the big 1

I would actually be a little concerned with moisture collection under the foil that sits on the soil as a potential breeding ground for mould. Other than that *thumbs up*
