need help with cap master lighting mlc24 please

i hope im posting this in the right spot, i picked up a mlc 24 by c.a.p and after wiring i have power to the unit but not to the plugs, any ideas? Thank you in advance, also it has a humming sound is that normal?

I got it fiquired out, my circuit checker device doesnt detect the power for some reason,.however when i plug the lumateks in they run, also il throw in that the lumatek air cooled 1000's are not quite lol perhaps having them in the room would be ideal as the surrounding noise would make it not so bad
