need help with a water chiller

OKay so i got one of those sun sun 1/4 hp chillers of ebay i got everything installed like the 520 gph pump it says to have, and set it to 20 C but the compressor only runs for 20 seconds than shuts off and never gets below 30.6 C.

so my res is staying around 31 C or 87 F.
i hope i can get this fixed soon i have clones needing to go into this setup by this weekend.

You get it fixed? What was the problem?

maybe he didn't let it stand on it's feet nice and quiet like for the half hour they said to before he plugged it in?
