My first grow need help

I'm growing my first plant and I have a few bulbs two 45 watt 4100k lights and two 9 watt 2700k lights I have no idea to use the in combination or what and my plant is still a seedling or a few like 2 days from veg state and I brought this fertilizer that's 12-9-6 I don't know if that's OK for now or should I be looking for something else if do what please help much appreciated

Forums are the best way to learn bad habits when not used in conjunction with books where you can verify information. The question you are asking is fine, but you will get 10 different answers and have to sort out which ones are useful.

Use all of your lights. I'm guessing you're using soil? Which kind? Don't give it any nutes if the soil you used already has some. Wait 1-2 weeks. Let the seedling do its thing, start giving it 16-18 hours of light and 6-8 hours darkness.

those lights are very dim, you can start your plant with them for a couple of weeks i guess, use them all

You need to do some research and learn some basic skills... popping a seed then asking how to grow a plant is not the way to do it..
You need a grow plan and all supplies before you start the grow.. Read books not forums...

You will need to have those bulbs very close.

The books listed above are good general information I have all of them the information they contain is broad but basically correct.

@HydroDan is dead on about needing a plan, so figure out where you want to end up at and plan backwards from there.

The nutes you listed might work, but don't start to soon or you'll be asking what's wrong by the weekend.
