Mother grow room/budding room lighting

K I'm helpin my mom with her new grow room and she's plannin on splittin it up and makin a mother room and a room for clones to bud, a starter room might come later. this grow is on budget for now though, so we will be doing cfl on a huge (light bulb board as my mom calls it) I was thinking of using as little light bulbs as possible at first and then adding to it as the mother grows. Right now she's about a foot tall and bushy as fuck, cause my mom topped it and out door for now. I ll show pics of the light board and plant later.but i need to know how much wattage i should start out with for minimum price and good growth??? this rooms set up to handel heat from as much light as you can fit bulbs lol. but i wanna start out as cheap and small thats possible to still get good growth, till i start takeing clones from the mother that is. then ill build the Budding room.

True they don't need much light initially, but putting more in there can reduce your veg time by making the plants grow faster.
3000 lumens per sq ft of plant will make them grow, but the optimum is between 7-10,000.
You'll want 6500k bulbs for veg and then 2700k for flowering.
