All a dog hair proves is that your dog walked by the plants... unless they found your hair, there's no proof you own the plants and you can't get in trouble...

Dried Pigs blood mixed with water and sprayed around your garden will deter most animals including deer and pigs. Cages made from chicken coop wire around your roots will prevent moles, voles, gophers, ground squirrels etc. from destroying your plants.
