You're referring to the laws of physics. Which with shooting is called ballistic.
You have 3 parts of ballistics
Internal
External
terminal
Now internal has everything to do from the projectile being initiated to it leaving the crown of the barrel.
External is from after the crown of the barrel to impact. So wind, humidity, Gravity constant for elevation, spin drift, coriolos, crosswind shift and atmospheric pressure.
Terminal is everything to do with impact whether that's the dirt or human or vehicle.
Because of the MV of M998 being so high combined with the round being jacketed it does In fact terminate through a windshield a head a head rest and another head. This is a fact.
I'm surprised you even knew of the deflection a windshield would cause. When shooting through a windshield or window or any glass the bullet will change trajectory depending on the bullets weight(inertia) and speed or RV for remaining velocity and angle and density of the glass.
When shooting at the had of a person in a car through front windshield from VI distances or vehicle interdiction you need to aim about 3" higher as the window will change the trajectory with the first round. The follow on rounds will terminate poa/poi meaning point of aim/point of impact becaus the glass resistance is much less after its broken. But yes green tip because of its velocity and jacket continue through the target. Brown tip mushrooms from the windshield and then stops at the intended target.
With .5 cal and 338 and also .300wm 220-230 grain Berger sniper ammo you don't need to calculate trajectory through glass as those rounds RV And RE or remaining energy (what you call"power") is too high for normal glass to effect it when the bullet itself is only going 3' through a windshield to tgt or 20' through a building window.
Now, a VI by a non regular military unit would be imitated because there is a special someone of interest. We call this HVT or high value target. So yes you prefer to terminate the HVT and not other passengers.
Now for the M16 or M4. These guns are issue to you regular military folk as mass produced weapons. They're not very accurate. They're not sub MOA
But the even more massed produced green tip is very inaccurate. For you regular military folk they're just fine. You guys think you're special if you can qualify expert when shooting man sized targets at 300 meters.
A m16 shooting brown tip or MOA or even sub MOA by a competent shooter will hold an MOA or sub MOA group at 300 meters. Which means a 3 inch circle at that distance.
Much better than something 30" x 40" regular army tests on.
Other units pride themselves on precision shooting green tip is fine for regular dudes but not SMUs

Also an M249 isnt shooting better ammo. In fact the looser tolerances of that weapon system makes it less accurate as I'm sure you remember and also lower velocity.
