One of the parents is a cannabis plant and one is a hemp plant. I don’t know why you couldn’t smoke hemp though.
You can smoke it i think he means you just wont get high off the flower roisin or hash made from it is my guess
You can your right just wont get you high or maybe give you a headache

Probably has medical properties that you won’t benefit from unless in an extract form. It could be bred specifically for the oils it can produce. (My pothead brain thinks so) lol
