There was comment from salmonetin, but then he deleted it. He provided several links. One of them gave me solution for the first issue - just add 100k resistor between DIM+ and DIM-. So, the first problem is solved. Thank you, salmonetin :)

Anyway, second problem is still here. Is it only my driver, which takes 2 seconds to turn off when you short circuit DIM+ to DIM-? Or it is common behavior?

It's normal, the filtering capacitor(s) in the output still have a charge when you short the dimm wires, the 2 seconds is the time it takes for the load to discharge the capacitor(s).
