major problem - reply needed

Hey I'm in my fourth week of vegging with a deep water culture, 22 gallon, 18 site reservoir. the problem is my plants are very small, and have very little root mass. There is a strange clearish jelly like buildup around the roots, but also around the airstones of the tanks.

the lower leaves were yellowing, so I increased the nutirents and began cycling the solution out every week instead of every two weeks.

The yellowing improved, but the roots are still bad, and now I'm getting some yellowish/purple disoloorations on the tips of the leaves of one plant (this could be nutrient burn from the solution getting splashed on the leaves under the HID)

My possible theories:
1. Some kind of nutrient lock-up. I feed an organic pro formula, and add one oz of this per gallon. I also add 40 mls of magna-cal to to my reservoir.
2. Algae buildup - to repair this I increased my lightproofing of the tank.
3. some kind of nutrient deficiency.

The stats for my grow:
75 degrees farenheit constantly ventilated
400 watt MH, with two t5 flourescents
Serious oxygenation of of solution with airstones
ph of 6.0

Any help would be greatly appreciated. Do you think i need clearex for nut lock-up, or is this an algae problem I'm not ruling out nutrient solution splash for the purple necrotic discolorations, but what is this semi-clear, viscous jelly on my roots? Let me know what you all come up with.
