I was wondering whats the best type of lights that is good on electricity for a 4x2x2 setup. I need the lights to be nearly un-noticable to my electric bill any idea or suggestions.

but even with that running the lights all the time will cause an increase in your bill but CFLs are deffinetely the most cost effective

A watt is a watt. Doesn't matter if its CFL, LED or HID. HID bulbs produce the most lumens per watt, but they're way more watts.

Google a calculator for appliance wattage. You'll need the information concerning the price of your kilowatt hours off your electric bill. Figure out how many watts you can use per month, what your photoperiods are going to be, etc.

To keep electric cost steady, add more lights during flowering. 12 hours is less than 18, so add the watts to compensate.

And you can often find ways to reduce power usage other places in the home to at least partially make up for the lights.
