lighting for plant

Hey i have a 15Watt Flourescent light and its 2 inches away from plant i give it about 16 hours of light and 6 hours of darkness. but will the 15watt do it for one plant? So far from my spec of view its working it is growing but at a slow rate. Has good soil nutes and everything leaves are green it been like 4-5 weeks and its only 3 inches tall. Check this picture of what it looks like. Sorry about picture it kinda dark took it with my webcam ill get a better pic. barewith me please. heres the link

that plant is way to small to be 4-5 weeks old. you should get more wattage in there, the best would be either a mh or a hps. you should also switch the light cycle so it received AT LEAST 18 hours, no less if you want it to grow vegetatively. what kind of nutrients are you using? are you only growing 1 plant?

yes one plant and i am using preium potting mix with food in it.

umm only other light i have is a 13 watt which will kick it up to 28watt with other 15watt i have. plus if i close my box and i have it surround it with foil the box but have a whole in it for ventilation will that help it out?
