Light/Seedling Problem

I have a 60w soft white bulb (non-tube) that is hooked into reflective fixture shaped like a dome. I plan on using fluorescent lighting for the first few inches or so.

I always heard you need to keep fluorescent lights about 3 inches or less from the plant, however, when I do this the temperature gets outrageous (90+) My 2 questions:

1) Could my bulb be different from fluorescent lights usually used to grow, and if it is different then what type of fluorescent bulb would I use in a reflective dome-like light fixture?

2) If i keep my fixture about 1 foot above my seedlings, where the temperature is 77 F, will they stretch?

Sounds like you're using an incandescent bulb as opposed to a CFL or other type, hence the higher temp.
