LED/Fan for micro grow?

Have a few questions:

Fan I have is 120v/35watts, would like to quiet it down a bit, what options do I have for this? When I search voltage/speed reducers I get tons of computer fan stuff.

What type of LEDS at best for a micro grow? Wattage/spectrum/brands.

How many watts LED do you need per sqft?

Where is the best place to buy LEDS? Ebay?

How soon should you start 12/12 for specific ending heights 12'', 18'' ? (In general)

For those of you who do PC, do you have to drill out the rivets to remove the HDD cages?

small and stealthy is so cool, but you PC guys seriously impress me , I look at my 6 foot tall wardrobe cab and still wish i had more space,, but when you guys pull off these tiny grow and get good bud, now thats an ART

Yea I used a 7/64 sized drill bit to gut mine out. Put 2 fans in it and 4 cfl's.

Around 14days after rooted. (Clone)

Day28 of flower. Day~45 from when rooted.

Would rather just DIY.

I prefer diy, the Cree and vero cobs are cutting edge and can rock it in small spaces even PC grows

Look on eBay they have them all day for around $60
Something like this but a little taller.

Apparently not all day.

Ideally I would want something like 26''x26''x10''
