Yup lebanon was a lot of things before the spark of an unfortunate civil war in 1975.
This is a link for the interview of a prominent political leader of an MPs coalition, namely the socialist party, where he supports regulated cannabis cultivation.

And that's a blog for some guy who calles himself gino. I quote it because it compiles all the media pro legalization reports on national news.

Interviews include former industry minister (also member of the largest and most active MP coalition in the parliament, around 20%), the aforementioned social party leader (around 10% of parliament rep), some economic experts who called for "making cannabis in the same category as apples and oranges". Other parties remain silent about the issue. Those silent groups include Amal and hizballah parties (around 25% of parliament rep, combined) to which the largest harvesting and exporting areas of the country deem extreme loyalty.

Note: youtube videos may be in arabic language

In conclusion, it might not be that far away anymore. I notice an increasing rate of legalization.

Meanwhile law enforcement have something more important than tracking cannabis plants (a recent internal security minister quote) and cannabis cultivation grew by 5 times this year, a grower says in an interview on local tv news.

Cheers

Hope other arab states follow their lead.
We are far from being a lead although we like to believe so.

The events described above all happened just recently.
I do not expect legalization to happen very soon due to religious taboos. However what is good about it that it has raised the awareness of the advantages of legalization and lessen stereotyping about the issue.
