Lack of CO2? Tons of hairs but little bud growth *pics*

My setup is 2x (150w HPS). 3x (23w daylight CFL). First grow. Two female plants.

Here are my pictures. Scroll down for high res pics. Remember, I am colorblind with green/brown as well as yellow/light-green, etc. As you can see, there are massive amounts of hairs, but hardly any bud mass. My grow is completely enclosed in an uninhabited building. Nobody goes in there, except me for maybe 10-15 minutes per day. The CO2 has to be almost completely used up in it. What do you think?

Looks like you got some time still. I think they will fatten up bro..
How tall are they? Did you trim alot of fan leaves?

All the fan leaves turned yellow and fell off, slowly over the course of a few months. I think that's from nitrogen deficiency, but yeah.
