Keif Butter Question

Hi, I'm new here and I have a question about some keif butter I just made. After cooking it for 60mins the keif (in powder form) still hasn't dissolved into the butter completely. So, when I put it in the fridge and let it harden I end up with a nice green layer on top and a dark keif-ish looking sludge layer underneath it. Is this how it's supposed to end up or is it supposed to all be on uniform layer. Any help would be greatly appreciated.
