that will be sufficient light for your plant. just remember to keep the plant about 2" away from the bulbs. use 5000k-6500k bulbs for vegging and 2300-2700k bulbs for flowering. depending on the strain, some do double in size. do some searches on here on how to train your plant. I use 60-80watts of cfl's per plant in a space that is 3.5'x2' and 4' tall. my plants dont get over 2' tall when finished. if that is all the lighting you can get for now, then i would start flowering when she is about 10-12" tall.

Never grow one plant, man. Go for two. Even if you only have space for one full plant, I'd always advise starting with two for new growers.

^ya don't grow just one.. and they can triple in flower stage(strain, light, nutes, love).. i'd use what you got till about 1 1/2' tall.. and i'd go for a 600w hps in a hood if you could to flower with if you some good results.. at least 400w.. but 1000w really ;)

i'd also recommend growing 2 plants, not 20 or 90. each plant requires a certain amount of maintenance no matter how small. best to grow 2 so 1) you can experiment on 1 and 2) you will have 1 left after one dies. or twice the bud if i'm wrong.
