Is my water hard or soft?

Hi there. I'm about to buy some new nutes and was unsure as to whether I need a soft or hard water variant. The pH of my tap water comes out at 7.9 and then creeps up to about 8.3 after it sits for a while. I was led to believe that this in the hard water range. But e.c is either 0.1 or 0.2 which seems pretty soft.
