is it better to put clones in flower after 3 or 4 weeks?

im thinking of doing a perpetual grow
my plan was to start flower after the clones have 8 vegged(indicas) for one month, or put four in each month.
i talkd to a guy at a local hydroponic store and he said that its to start flowering after 2and a half weeks.
in a magazine, i read that its better to start flower after a month so that the stem is strong and the branches are sturdier to support buds.

you can flower whenever you want - even go straight to 12/12 - but the longer the veg the larger the plant

im not worried about the height, just if its strong enough to hold bud

Put a tomato cage around the plant. Grow it to 8'.

You can just use some trellis netting or tie the buds up. No big deal.
