Inexpensive soil for clones?

Built an aerocloner and was pleased to be able to achieve close to 100% rooting success rate on my first time using it. I'd planned to pick the best and toss the rest but decided to gift a few to a friend.

I am growing in 100% perlite hempy buckets but my friend will be growing them in soil indoors for a while and likely transplanting them outdoors when they get large enough. I'll need to put them in dixie cups with some soil prior to giving to my friend and I was wondering what I could use that would be cheap and readily available as far as soil.

I'd probably drive to a hydro shop and get Fox Farms if it were my grow but I just need something that won't kill them that I can get locally at a Walmart or Home Depot and can fill a few dixie cups. A basic potting or top soil should be OK, right?

Get a shovel and go over to the neighbor with the nicest flower beds, dig up a few of their plants in the process for mulch and fertilizer.
