in the process of setting up large grow room, suggestions welcome

Hey guys, been awhile. I am starting process of setting up grow house. I have twelve 1000w hps and six 400 hps and 1000w or so of cfls. This is going to be a good ole fashion soil grow. First question as this is a busy venture, I want to yield as much per watt in the shortest time. I am thinking of doing a SOG lollipop setup. I definately want a perpetual harvest with harvests every two to three weeks of apprx 7-10 pounds. Please give me some input on how to set this if you were me. I.e. How many plants per sq ft under in what size per 1000w hps. I'm interested in just harvesting colas so I am thinking lollipoping em. With two to four plants per sq ft. Also I can get a few more 1000 watters if needed. Electrity is only 4c kwh here so its not a huge deal. Each bedroom is running a 20 to 30amp breaker, how many lights can I run Safely, I'm hoping 3 for a 20 and 4 for a 30. Saftey is very imporrtant. Are there other saftey measure I can apply such as an additional inline fuse. There's 220 dryer outlet in the basement so I hope that I can run a lot down there plus I can tap into the panel. The last grow I did I spent hour and hours trimming popcorn buds from lower branches, instead of that I want to prune as much and use those cuttimngs to continue perpetual harvest. Also historically the quicker the harvest the better the plant quality cause I didn't run into salt buidup and such. So if you were in my situation what would you do to get the largest yeild possible every few weeks (once its up and running smoothly). Looking for ideas, I don't want to run hydro or dwc or any of that I like my soil haha, but other than that I would like some of that electrical advice, veg time or lack of, plants per sq ft per watt etc etc let's see how this goes. I have seen stinkbuds setup but I don't have time for learning curve. Thanks for reading and I hope you can give me some more neat ideas. I was thinking with that many watts I can have a ton of lil plants that yield a half to an ounce per plant. Thanks again and look forward to your input.
