ideal plant amount

So I have a grow room that is 36" long and 22.5" wide. My light is a 400w hps, what is the ideal amount of plants in this size container? Is there a right answer or does it come down to personal preference? I have seen grows with many plants, very small plants but each plant yielding an ounce, and I've seen single plants grown in rubbermade bins and get so large that only 1 plant will fit under the light. I'm really confused here on how many plants I should do and how long I should vegetate them for. Right now I have 3 plants in 3 gallon containers, but I feel this is far from idea as it seems like 2/3rd's of my grow space is empty as of now.

or you could go with 20 with 12/12 from seed in a SoG

more commenly is 2-4 plant`s under a 400W that is, about size, rule of thump is 1x1 ft per plant, but agin depend on size and veg time and strain and grow method aso
