yes it DID WORK for me and that harvest you see was a result of the same sprouts started under cfls.

dude. in order to use a 400W lamp. you would have to raise it a foot or more above the babies.. and after about a foot. the lumen output is cut in half.... so you have a 400W on your sprouts. but its giving them the same amount of light as a 45W CFL. so you are wasting electricity and time since you could be using that light on another crop.you need multi spectrum lamps mostly red/orange/blue.

i always put seedlings under a 400w hps as soon as they sprout simply because i know HOW TO USE MY LAMPS.

also you can grow with incandescents... not realy successfully. but it can be done. just as any of the half ass ideas out there... i started 2 years ago with 4x 23W CFL's... got a few crops very easily since there low maintinence.. now i have 2400W of light. 1400HPS and 1k metal haloide.
and for the ass's out there... i didnt do the math on the lumen output. just explaining the overkill..
everybody has there methods. but the tried and true ones are the best to start with and in general. am i wrong??
