What type of room is this in? Where is your fresh air intake from? Is it running at night?
Black lights are floro's and will affect the photo. Your best bet is to bring air in through a heated room at the same cfm as your exhaust. If money is an issue, as you say it is, you can use computer case fans. Just get some wirenuts and wire them up to a 12v adapter. You can also try putting a computer near the grow box and venting the warm air into your space. (if it is as small as I think it is).
There are many ways to do this. Your plants can't take much lower than 45 degrees F before catastrophe, some will argue that, but your growth with be impared and your quality will be compromised. You can also try to insulate the box with a sleeping bag. Careful not to suffocate though.
I usually spend 15 buck on a sheet of 1" thick foam (hard and shiny) commercial insulation for any grow space. Obviously more money for larger rooms. This helps hold the temperature like a thermos. There are many ghetto tricks, but just make sure you are using discretion and fire safety conscious.
