hygrometer, anywhere. considering you have decent airflow the RH% should be equal within the room.
Temperature, i have a temperature probe at canopy level and 1 digital hygro/thermometer at pot level

Is it a digital or analogue sping hygrometer?
i have an analog and a digital one. either way it shouldn't matter where you place them. just avoid placing them directly under / near lights, because of the radiated heath the RH% will be lower there RH% means the amount of water air can hold under certain temperature. The hotter, the more water it can hold.

Thats why i was asking, all analogue units need shading if to be placed under the lights or just position them to the side out of the way of the lights.

Always chuckle when growers say they are experiencing low relative humidity and the hygrometer is placed unshaded under the lights.

Like a digital one from a fan speed controler
Fan speed controllers are normally thermostats not hygrometers, they measure temperature not humidity.

Most will want to record the hottest part of the grow tent and keep that 25°c or under so generally at the top of your canopy.

I use a max\min thermometer at the tops of my plants and a hygrometer at the side of my grow tent away from the lights.

Well you know the ins and outs of where to place your thermometer and humidity meter so all i can suggest is start a new thread and see what you can do about the heat :-)
