I'm not sure of the proper humidity and how to increase/decrease humidity cheaply

ideal is about 50 / 60 % on the high side for vegging plants, and about no more then 35% or so on the high side for flowering..
there's not much you can really do on the cheap side to raise, or more so, lower the ph, ime, other than maybe setting buckets of water or wet towels out to raise the ph, but that doesn't always work the best imvho..
the best way is to get a nice humidifier with a set on it so you can set if for w/e rh you want, and once it reaches it, it'll click off and maintain your rh for you.. i think they run under say $100 or so, and maybe closer to $50, but i forget atm exactly how much they go for..
