You need the "Bio Root" they sell. That stuff you talking about is for an established root system.
Yes you can soil layer (put the cutting in soil to root) It might take a very long time, and your success rate might be very low.
You should read the grow bible.

It looks like that was intended for some kind of soil prep for an outdoor garden...I'd lean toward just a basic rooting powder for what you need...KISS method...g/l

Unless you need to speed things by a few days, just cut the fucker (any angle is fine, sharp scissors if you have em) drop it in water, set it in AMBIENT light (I usually put mine on an inside kitchen counter by day, and run a little cfl far away (NEVER DIRECT LIGHT THIS WAY) for two weeks (change water every few days to keep plenty of 02 going), then drop it in soil (roots showing or not) and keep the soil WET for the first few days, they almost ALWAYS take. Haven't had one that hasn't in years.

Very simple and almost fool proof.. the CRITICAL thing people do to fuck up cuttings is to try and rush them or put them under direct light within a few days,.. Humidity domes, special bubblers etc.. these things can help a commercial grower speed up the process, but the sucess rate will be no better than the almost 100 percent you will if you just let it take it's time. ..

If you just cut, put in water, change water, set aside out of direct sunlight, the plant can't help but root.. it is dying to..

Just one guy's thoughts.. I have never used cloning gels (well, I tried them.. meh).. I just keep it simple. Works best for me. Good luck~!
