how to choose CFL ? I need some help

so far I bought 3 CFLs :

85w yellow light 25w white light and 15w white light.

unfortunately the 25w cfl was dropped and broken, from my eyes it's much brighter than 85w cfl.
i don't know why.
now i'm using the 85w and 25w together, is that enough for just one single plant?

is that the brightness is related to luminance?

or is that the more wattage means more brightness?

the "yellow" bulb is a soft white, 2700k. you use those for flowering and the "white" is a bright white bulb, 6500k. use those for vegging. i use 3 or 4 6500k's to veg about 4 to 5 weeks and about 10 to 12 2700k's to flower with for 1 plant. all are either 27 watt (bright white) or 23 watt (soft white).
