how come the tomatoes are showing but there are no buds on outside weed?

tomatoes arent photoperiod sensitive. they flower when sugar levels reach a certain point to be able to sustain fruit. ive had tomatoes for a month now but 12/12 is at least a month away.

so my outdoors wont even start flowering until after september? at that rate harvest wont be until november! is that true?
