with the veg time, usually it is about 4-5 weeks before preflowers show for most indica doms that grow healthy and vigorous
so its easier to define how mature it is by its size and amount of branches the plant has
a slow growing non vigorous plant could take a fair bit longer than 5 weeks to show pre flowers in veg
also a long flowering sativa would also take longer
