Help with phantom de 1000

Got a phantom de 1000 yesterday from a buddy, got a new hortulux de 1000 for the 1000 phantom, it came with a 220 cord so I swapped it out for another cord I had off an old ballast that was for 120. So I watched a video on how to put the bulb in the fixture, everything went smooth there. My lights were off so I plugged it into the timer what was already set up from my old light. Got up this morning and no light on just burnt out looking build with a little black on the ends inside of the glass light tube??? So lights were on in the room so I unplugged it and it back in and it came on for a sec but then turned back off....

What did I do wrong, that bulb wast cheap...

also is this bulb toast?

I have a bunch of phantom commercial DE ballasts and they are good ones. If the bulb wires aren't between the metal clips but on the outside it could cause a weak connection. Double check that. Otherwise I would say the bulb is toast. When bulbs have failed on me they will do the flicker (try to ignite) but fail. Return the defective bulb and get another. I always have spares laying around so it's easy for me to test a ballast but your situation sounds 100% like a bad bulb or bad connection from the bulb wires to the socket.
