help what is this beetle and how do i kill it?

Just discovered this little beetle last night. its killing my plants... it looks like it is making holes in the stalk of my plants where the branches meet the stalk... how do i kill it and save my plants if possible.

You might start with something like Safer's Soap. It won't harm the plant and it might take out the bug...
