Help! Seed questions

I have searched the site for a few months to find some answers, but have been unable to come across a thread or threads that answer al of them. If anyone could link me to some threads with the following info, or if thy have some useful insight, I would be greatly appreciative. I have grown outdoors a few times from bag seed, but I really want to step it up and purchase some good seeds from a good site. I feel it would be a huge error to go into it blind, however, and therefore have a few questions.

1. When strains are listed as indoor or outdoor on a seed site, is this very important? I seem to see plenty of people who grow "indoor" strains outdoors. I don't plan on spending the time, money, or room space to grow indoors and get MAYBE 50% of the amount I would get out of it, never mind flavor/function. Is this based purely on flowering time or climate/temp necessities?

2. Do better strains with stronger genetics therefore grow taller/better? My bagseed grows have been decent, but I've not seen any 10'x10'x10' plants sticking out of my yard like I've seen some on the web. The biggest I've seen is around 6' all by 4' wide. I do understand indica plants are generally not as tall as sativa, but this isn't exactly what I mean.

3. I need a reputable seed site that will ship seeds stealth to northeast U.S. I don't want to be caught or have my seeds not make it through the mail. What are my actual leal penalties just for ordering seeds? would that be cultivation on its own, or possession of seeds?

4. Finally, I'm searching for a strain that will be decently acclimated to northeastern U.S. . I'm in SE conn, near the water, so the temp stays a lot higher here han other parts of New england, but only to a point. I would prefer an indica based strain for height reasons, though I like sativa affect better. And lastly, I would prefer one that grows red or purple (i've seen them on here, but haven't been able to get a strain name.)

Any help would be appreciated.
