Help...Plant seems to be growing very slowly

Hey everyone, this is my first grow. The seed I planted was a feminized white widow. The plant is about 6 weeks old and only about 4 inches. It's still growing leaves, just no upward growth. I'm using miracle gro for tomatoes. I'd really appreciate some advice on what to do to speed up my plant's growth. I attached a few pictures. Thanks guys.

What kind of soil? nutrients? lights?

4" at 6 weeks? You have to be using a single CFL bulb? Get that wannabe monster some light.
