help me better my next grow with CFL only

Ok im doing my first grow right now and its almost harvest time. I have 3 plants on 8-23watt cfl lights on them. My plants are ok in my opinion for my first grow 1st plant has a nice 6in bud and about 1.5 inch thick, with 6 2in buds 5 1in buds and about 20 popcorn size. 2nd plant I got from a friend late in veg. He had it outside not taken care of and it now has 4in x 2in bud and 6 nice nugget sized.
The last plant has the most and biggest buds mabe just a little more then first plant I described but is lacking in the budding process lots of spikky white hairs but not budding like the others so I set it out on the backyard to see if indiana sun will help it mabe I should bring it back in since its starting to get cold at night here and highs of only 80 now.
After all that how should I do my next grow still only using cfls with mabe 6 plants.

Forgot to add, My grow room is 4ft L x 3.5ft T x 1.5 ft w. With a small fan and a small 3" hole for vent.
