help design my room

okay my room is 96'' by 26'' i plan to do 2 rows of 9 plants. this is wat im working with im going to use 3 gallon pots and 1 400w hps and 1 mh light with a intake fan and out fan . the lights are fan cooled.the soil i am going to use is happy frog and im going to be using organic nutrients. need advice on build

[1] Buy some mylar and mylar tape (looks like super shiny duct tape) Cover your walls with it.
[2] Now work on thos intake/outake holes/vents.
[3] Get your lights in there.
[4] Buy a temp/humidification meter.
[5] Run your space for 18 on and 6 hours off and record your temp/humidity adjust your ventalation from there.
[6] Put your plant in there and grow.
or
[7] Split the room and have a veg and flowering room.
[8] Check your plants daily! Check your shit! That's your baby! Your baby wants to live!!!!

You will get better answers if you keep this altogether in one thread. Instead of clogging the server to get one answer, you could have 30 responses. Are you here to learn or count threads.
Go get some three gallon pots and put them in there. It will be to tight to move. Plants spend at least 2 times as much time in flowering as they do in vegging, so having equal watts of furnaces does not make sense. Again read a journal or two, do some research, you know like abe, kinda on your own. VV
