well people that don't have the training and skills to use chemicals safely should not play with them. but people have burned down their homes using camp stoves to heat them.if you don't understand basic safety procedures or can't follow them then don't make BHO or QWISO. laws should not be written to protect the stupidest members of society from themselves.this would take too much freedom away from the rest of us.
