No your plant is not flowering yet. You topped it at the 1st node which is not something most growers normally do. You usually wait til at least the 5th node.
There also seems to be something else going on like over fertilization or PH is off because your 1st set of true leaves are really dark green and curling up followed by pale/light green lateral shoots.

It will take some time for this to snap back because you topped it before it could establish its self. So give it some time and it should bounce back.
More info will also help out, such as light, light cycle, medium, temps?

One last bit of advice is learn how to grow a healthy plant before you get into things like topping and training. Don't take offense to that, I'm just saying don't get caught in the "advanced" stuff before you get the basics down. And forgive me if I'm making assumptions.
 
True Thanx Fir The Tips. The Curling Is Due To Overheat a When I a Was Positioning My Lights. And I Thought a maybe Sincw The Power Went Out And The Lights Were Interrupted Continuously

I've never personally topped at the first node, but each grower is different, but no it's not flowering yet, hairs or pollen sacs are what yuh would look for or a tremendous stretch but that won't occur until the third week of flowering,

Incorrect sir, plants will stretch up til the 3rd week not "until"

Sativa dom plants can stretch longer but most plants will stretch quite a bit in the 1st week or 2. Usually by week 3 you're in the safe zone for no more stretch. Although I did grow Neville's haze and it seemed to stretch the whole time!

and you don't transition into flower into about 2weeks into 12/12. Each plant stretches different. I say that because I have 2 plants of the same strain and the sativa Dom plant stretched and stretched. Indica Dom plant stayed short.

No, you lr plant is not flowering.

and you have some issues. It's not growing above ground because something is going on below aka root problem aka ph or nute burn. Dark leaves with a blueish tent is N toxicity.
