Has anyone used the Hydrofarm 4' Light Rail?

Im considering purchasing (or building) a light mover for my growroom. The Hydrofarm Light Rail seems to be the cheapest on the market, and 4 feet is exactly the size I need. Ill be using two 150w HPS lamps, and I figure Ill do two rows of 4 plants, with the mover right down the middle of the rows. My question is, has anyone used this specific mover? If so, how is the build quality?

Also, Im interested in building a mover. I have a garage door opener that I could use the rail from, the only thing Im not sure of is what kind of motor to run, and how to make it move slow enough to take 13 minutes for one interval. If anyone has any experience with this, please chime in.

And third question. Is it better to have the mover as close as possible, or back it off a bit? What I mean is, if the light is very close to the plants, the plants would recieve spikes in light intensity when the light moves over them. But they would recieve very little light when the mover isnt over them. As opposed to: putting the light a little higher, so the light would be less intense, but more uniform, and cover more area. Which is better?

Do light movers use much electricity?
