Grow Buckets

I have a soil indoor set up with a 600w HPS, I use a 5 gallon bucket with about 12, 1/4 inch holes drilled in the bottom. That bucket sits in another 5 gallon bucket with out holes. The theroy was when watering if i over water the excess water would drain thru the bucket that the soil and plant is in to the second "catch" bucket.

I have three ladies about 2 months into veg and the root system comes thru the first buckets holes and droops down into the catch bucket.

When i water i usually go back the next day and dump off any excess water that passed thru the soil.
some questions i do have is:
Is it harmful to have the roots sit in stagnent water?

Is it harmful to have the roots sit in a dry bucket when i do dump the water?

The one i overwatered a bit and forgot to dump so some algee built up in bucket and the roots on the plant is a bit greenish like the algee is on the plant. will that harm the plant?
