Gorverments money spinning

I was just thinking about somthing as a friend i know had to go to court over not having a TV licence he,s never been in trouble with the law in his life he works and has a family

So this is what im thinking does the gorverment make up laws that crimanilizes us in order to get money from are pockets ..

TV licence ,dog licences , parking tickets ,ect ...thats all making people crimanils and theres new added changes every year and normal people are becoming criminals with out even really doing any thing wrong
